Consulate. It is a foreign service of a State in the territory of another State. A large number of vessels of Greek interests carry foreign flags, such as Malta, Cyprus, Liberia, etc. The consulates of these flags, located in Greece, handle cases between the shipowners and their state, concerning issues, among other things, ships, their seaworthiness, the protection of the marine environment by ships and the issuance of ship safety certificates.
